The contention of the War Department really amounts therefore to this, that at this late date a different rate of exchange to what the Military Authorities themselves enforced, should now be adopted, and that the accounts of the Colony for the last six years should be re-opened accordingly.
In the face of what I have stated I do not think that Your Lordship would desire a course, which in my opinion, would not be fair to the Colony, to be taken.
